The Headless Horseman's Mount is a Hallow's End world event reward obtained from the 
Loot-Filled Pumpkin, which has a chance to contain 
The Horseman's Reins.
Reach Level 60 First
You must be at least level 60 to receive the higher-quality Loot-Filled Pumpkin. Characters below this threshold receive a rare version that does not have a chance to contain 
The Scarlet Key or the mount.
Visit Izzy Hollyfizzle
Find Izzy Hollyfizzle at 47.4, 37.4 to get started with the Hallow's End event and access the Headless Horseman encounter.
Farm Via Alts for Extra Chances
Running the encounter on alternate characters gives additional chances at the mount — players have confirmed receiving rewards such as 
Arfus and the 
Windborne Velocidrake: Hallow's End Armor through repeated hard mode runs on alts.
