The Blue Riding Nether Ray is a 280% speed flying mount sold by Grella in Terokkar Forest, requiring Exalted reputation with the Sha'tari Skyguard to purchase.
Reach Exalted With Sha'tari Skyguard
You must reach Exalted reputation with the Sha'tari Skyguard before Grella will sell you this mount. The Sha'tari Skyguard are based in Shattrath City. Start with the quest from Yuula, located next to the Shattrath flightmaster, and continue the quest chain through Terokk's Downfall — skip all other quests. Classes with instant, spammable AoE abilities such as Mages, Discipline Priests, Guardian Druids, and Rogues are well-suited for grinding reputation efficiently. Grouping with same-faction players in Skettis reduces competition for Terokk spawns.
Purchase From Grella
Once you are Exalted with the Sha'tari Skyguard, find Grella at 11.2, 39.2 in Terokkar Forest and purchase the Blue Riding Nether Ray for 
200 Gold.
