The Black Hawkstrider is a ground mount sold by Winaestra in Eversong Woods that requires 75 Riding Skill and Exalted reputation with your faction.
Locate Winaestra
Find Winaestra at 61, 54.6 in Eversong Woods, just east of the entrance to Silvermoon City.
Purchase the mount
Purchase the Black Hawkstrider from Winaestra for 
1 Gold. Ensure you have 75 Riding Skill (available at level 40) and Exalted reputation with Silvermoon City if you are not a Blood Elf.
Tips
This mount increases movement speed by 60% and is ground-only—it cannot fly.
