The Tan War Talbuk is a vendor mount sold by Provisioner Nasela in Nagrand, Outland, requiring Exalted reputation with the Mag'har (Horde) or Kurenai (Alliance) to purchase for 
100 Gold.
Reach Exalted Reputation
Earn Exalted standing with the Mag'har (Horde) or Kurenai (Alliance) by completing their quests in Hellfire Peninsula and Nagrand, then grinding ogre kills in Nagrand for Warbeads. Warbeads can be turned in for reputation via the quest More Warbeads!, and completing Nagrand quests alone can carry you to Revered before any grinding begins.

Once Exalted, find Provisioner Nasela at 53.4, 36.8 in Nagrand and purchase the Tan War Talbuk for 100 Gold. Multiple Talbuk colors are available from the same vendor at the same price, so you can purchase more than one if desired.
