Travel to Shadowmoon Village in Shadowmoon Valley and find the vendor Drakma who sells this flying mount.
Purchase the mount
Buy the Swift Green Wind Rider from Drakma for 
100 Gold. You must be level 70 and have 225 Riding skill to use it.
Tips
This mount travels at 280% speed while flying, making it one of the fastest flying mounts available in Outland.
You can only use flying mounts within Outland zones.
