10 Gold, requiring Exalted reputation with Undercity for non-Undead races.
Locate vendor in Brill
Travel to Brill in central Tirisfal Glades and find Zachariah Post, the mount vendor.
Purchase the mount
Purchase the Purple Skeletal Warhorse from Zachariah Post for 10 Gold. You must have Exalted reputation with Undercity if you are not playing as an Undead character, and your riding skill must be at least 150.
Tips
This mount increases movement speed by 100% and is available only to Horde characters.
If you are a non-Undead Horde race, you will need to grind reputation with Undercity to Exalted before you can purchase this mount.
