The Swift Brown Ram is a 100% speed mount sold by Veron Amberstill in Dun Morogh, requiring Exalted reputation with Ironforge for non-Dwarves and 150 Riding Skill (available at level 40+).
Locate the vendor
Find Veron Amberstill at 70.4, 49.0 in Dun Morogh, east of Kharanos.
Purchase the mount
Purchase the Swift Brown Ram from Veron Amberstill for 
10 Gold. If you are not a Dwarf, you must have Exalted reputation with Ironforge before buying.
Tips
As of Patch 3.2, characters level 40 and above can train 150 Riding Skill, allowing access to this mount earlier than the previous level 60 requirement.
