1 gold, requiring Riding Skill 150 and Exalted reputation with Stormwind for non-Human races.
Reach Riding Skill 150
Train Riding Skill 150 with a Riding Trainer. As of Patch 3.2, this skill is available at level 40. The riding skill itself costs 50 gold.
Attain Exalted with Stormwind
If you are not playing a Human character, you must reach Exalted reputation with Stormwind before purchasing this mount.

Tips
This mount appears twice in the Mount menu—once as an Alliance-only mount and once as a neutral mount, though the neutral version does not actually exist in-game.
