The Swift Mistsaber is a vendor mount sold by Lelanai in Darnassus that increases movement speed by 100%, available to Alliance characters with a riding skill of 150.
Find Lelanai in Darnassus
Travel to Darnassus and locate Lelanai, the mount vendor. If you are playing any race other than a Night Elf, you must reach Exalted reputation with Darnassus before she will sell you this mount.
Purchase the Swift Mistsaber
Buy the Swift Mistsaber from Lelanai for 
10 Gold. You will also need a riding skill of 150, and if you do not already have it, the riding skill itself costs 50 Gold from the riding trainer.
Tips
As of Patch 3.2, the riding skill requirement of 150 can be obtained at level 40 rather than level 60, so you can acquire this mount earlier than originally required.
