Acquisition Guide
The Charger is a Paladin racial epic mount obtained by completing two quest chains that begin with Lord Grayson Shadowbreaker in Stormwind Cathedral.
Begin the Sacrifice Chain
Pick up the quest An Emphasis On Sacrifice from Lord Grayson Shadowbreaker in Stormwind Cathedral. This quest requires 
150 gold to complete and ends with High Priest Rohan.
Complete To Show Due Judgment
High Priest Rohan sends you on To Show Due Judgment, which requires Rohan's Exorcism Censer and leads back to Lord Grayson Shadowbreaker.
Exorcise Terrordale Spirits
Lord Grayson Shadowbreaker sends you to complete Exorcising Terrordale, where you must slay 25 Terrordale Spirits using the Exorcism Censer. You must use the Exorcism Censer before the Spirits become visible.
Complete Grimand Elmore Chain
Complete the second parallel quest chain beginning with The Work of Grimand Elmore, which runs alongside the sacrifice chain.
Claim Your Charger
Upon completing both quest chains, you automatically receive 150 riding skill, allowing you to ride the Charger and any other epic mounts you obtain.
Tips
As of patch 3.2.0, the Charger can be obtained at level 40, but visit your riding trainer first to learn Journeyman riding or the summon skill will not appear on the trainer's list.
As of patch 3.0.3, the Charger spell is also directly trainable if you have already trained the first Paladin mount and purchased the 150 riding skill.
As of patch 7.2.5, Draenei Paladins can also ride Chargers.
