Find Lieutenant Karter at 76.2, 65.4 in Stormwind City. You must have Journeyman Rider (Riding skill 150) to ride this mount.
Purchase the mount
Purchase the Black War Tiger from Lieutenant Karter for 2000 Honor Points. The mount travels at 100% speed.

If you perform a Faction Change while owning this mount, it will be converted to a Red Skeletal Warhorse on the Horde side.
