The Brown Horse is an Alliance mount sold by vendors in Stormwind and other Alliance cities for 
1 Gold, requiring 75 Riding Skill (available at level 20) and Exalted reputation with your racial faction if you are not Human.
Train Riding Skill
Purchase Riding Skill training for 5 Gold from a riding trainer. As of Patch 3.2, this can be done at level 20.
Purchase from Vendor
Buy the Brown Horse from a vendor in an Alliance-controlled city such as Stormwind for 1 Gold. Non-Human races must have Exalted reputation with their racial faction to purchase.
