Grind reputation with the Sha'tari Defense until you reach Exalted. This is an Alliance-only faction, so the mount is not available to Horde characters.
Purchase From Maaria
Once Exalted, visit Maaria at 33.4, 49.4 in Lunarfall and purchase the Armored Irontusk for 
5,000 gold and 5,000 crystals. Reaching Exalted also awards the Peacekeeper title.
