The Ancient Zandalari Ritual Scroll is a quest-starting decor item obtained from a 
Pirate's Footlocker, a random drop from Pirates in Lost Rigger Cove.
Kill Pirates in Lost Rigger Cove
Farm Pirates in Lost Rigger Cove until a Pirate's Footlocker drops, which has a chance to contain the Ancient Zandalari Ritual Scroll. The drop rate is approximately 0.38%, based on a sample of 261 kills.
Note Quest Completion Limit
The quest attached to this item can only be completed once. If you receive duplicate copies of the scroll, you can safely destroy the extras, as the item will continue to drop regardless of whether you have already completed the quest.
Tips
This quest counts toward the Kalimdor Loremaster achievement, so complete it before discarding extras.
At roughly 0.38% drop rate, farming this item specifically is not recommended — pick it up if it drops while questing through Lost Rigger Cove, but avoid dedicated grinding sessions.
