PVP. Source: Achievement. Went straight to Brutus, killed him and the eye dropped. Seems maybe they've changed the drop rate.
The Fortified Horde Banner is obtained by collecting Dizzy's Eye, which drops from Bloodsail enemies and Captain Brutus.
Defeat Captain Brutus
Head to Captain Brutus at 44.39, 92 and defeat him. Brutus has a significantly higher drop rate for Dizzy's Eye than standard Bloodsail mobs, making this the fastest path to obtain the item.
Alternative: Farm Bloodsail mobs
If you cannot defeat Brutus, kill Bloodsail enemies located south of Booty Bay. Dizzy's Eye drops from all Bloodsail mobs but at approximately 1% drop rate, requiring many more kills than the Brutus method.
Tips
Brutus has a much higher drop rate than regular Bloodsail mobs—go straight to him rather than grinding standard enemies.
