The Gilnean Washing Line is a vendor decor item obtained by purchasing it with currency earned through opening Relic Coffers in Blackrock Depths.
Enter Blackrock Depths
Travel to the cavern located between Blackrock Summit and The Searing Gorge to find the Blackrock Depths dungeon entrance, then collect 
Relic Coffer Keys by clearing the hallway around Bael'gar on the left side after the gate, then optionally the Detention Block or the Ring of Law circuit if you need more keys — aim for up to 12, as any extras are lost when you leave.
Open Relic Coffers
Use your Relic Coffer Keys to open the 12 coffers in the treasure vault, collecting 
Dark Iron Baby Booties and any other vendor currency dropped, then use those to purchase the Gilnean Washing Line from the vendor — note that leaving the dungeon will cause you to lose all coffer keys, so open as many coffers as possible before exiting.
Tips
If you end up one or two keys short after clearing Bael'gar's hallway and the optional areas, cut your losses and open what coffers you can before resetting rather than spending excess time hunting the final keys.
