Signet of the Third Fleet

The 
Signet of the Third Fleet is an intellect Heirloom ring obtained from a rare Naval mission in your Garrison Shipyard, added in patch 6.2.
Build Level 3 Shipyard
You must have a Level 3 Shipyard unlocked in your Garrison before the Heirloom ring missions can appear.
Unlock Ghostly Spyglass Blueprint
Loot and turn in the quest for 
Equipment Blueprint: Ghostly Spyglass, which has a 100% drop chance from Captain Ironbeard. This quest completion is required for the Heirloom ring missions to spawn.
Equip Ghostly Spyglass on Ship
Equip the 
Ghostly Spyglass on one of your ships, then clear treasure missions on the southwest and northeast waters to trigger the rare Heirloom ring mission to appear.
Counter Mission Threats
Use a Carrier and Destroyer with Undead Crew (Horde) or Human Crew (Alliance), then equip 
Felsmoke Launcher on one ship to counter First Strike, 
True Iron Rudder on the other to counter Evasive, and Ghostly Spyglass on both to counter Cursed Crew — this combination achieves 100% success chance on the mission.
Retry if Mission Fails
The rare Heirloom ring mission does not respawn immediately after a failed attempt, so completing it successfully on the first try is important. The two companion Heirloom rings from the same mission pool are 
Captain Sander's Returned Band (strength) and 
Admiral Taylor's Loyalty Ring (agility).
Upgrade the Ring
The Signet of the Third Fleet is obtained at the level 60 version and can be upgraded to level 90 with 
Ancient Heirloom Armor Casing, and further to level 100 with 
Timeworn Heirloom Armor Casing.
Safe to Delete from Bags
Once obtained, the Signet of the Third Fleet is permanently accessible from the Heirlooms tab under your Collections icon, so it is safe to delete the physical item from your bags.
Tips
You do not need a character item level of 675 to unlock the Heirloom ring missions, and you do not need to ever equip the Ghostly Spyglass on your character — only on a ship.
You do not need to counter Dense Fog, Stormy Weather, or Chaotic Whirlpools on these missions; only First Strike, Evasive, and Cursed Crew require countering for 100% success.
