Hellscream's War Staff (Heroic)
Hellscream's War Staff is a Heroic-difficulty Heirloom two-handed staff designed for Strength DPS and tank specs, obtained as a drop from Garrosh Hellscream in the Siege of Orgrimmar raid.
Enter Siege of Orgrimmar
Set the Siege of Orgrimmar raid to Heroic difficulty, then enter and defeat Garrosh Hellscream. The War Staff is a spec-appropriate drop, and as of Patch 6.0, players who have not yet received any Heirloom from Garrosh on Normal difficulty or higher are guaranteed to receive one on their first kill.
Understand the Item Level Scaling
Hellscream's War Staff does not increase in item level as you gain levels — instead, its stats scale upward with each level from 90 to 100, ending at item level 633 at level 100, with the Heroic version increasing approximately 7 item levels at a time across the scaling range.
Compare Against Crafted Alternatives
A 
Crystalfire Spellstaff can be crafted via Inscription at level 91, so consider whether the War Staff's scaling stats offer a meaningful advantage over that readily available crafted option before committing to farming Garrosh for it.
Tips
The Heroic version of Hellscream's War Staff has Normal and Mythic counterparts that share the same name but differ in their item level scaling, with the Mythic version gaining approximately 6 item levels per step and the Normal (formerly Flex) version gaining approximately 8 item levels per step.
