Stained Shadowcraft Pants is a Cataclysm-era Heirloom item obtained through the Guild system by completing the Working Better as a Team guild achievement.
Complete Guild Achievement
The Stained Shadowcraft Pants require completing the Working Better as a Team guild achievement. All Heirloom leg pieces were moved behind this achievement after character levels were removed from the requirement system.
Enhance Your Pants
As of patch 5.4, you can apply leg enhancements to the Stained Shadowcraft Pants that scale down with your character level, including options such as 
Light Armor Kit, 
Medium Armor Kit, 
Cobrahide Leg Armor, 
Clefthide Leg Armor, 
Nerubian Leg Armor, 
Jormungar Leg Armor, 
Scorched Leg Armor, 
Sha-Touched Leg Armor, 
Shadowleather Leg Armor, and 
Ironscale Leg Armor; note that armor kits requiring an item level cannot be applied.
