Polished Legplates of Valor is a heirloom leg armor introduced in Cataclysm, unlocked through the Guild system and purchasable from a vendor once you reach Honored reputation with your guild.
Reach Guild Honored Reputation
You must be Honored or higher with your guild before the Polished Legplates of Valor will be visible for purchase at the vendor. If you are short on reputation, completing guild quests will bring you to the required standing.
Purchase From Guild Vendor
Once Honored with your guild, visit your Guild vendor and purchase the Polished Legplates of Valor. This item becomes available as part of the guild achievement system introduced in Mists of Pandaria.
Tips
You can enhance your Polished Legplates of Valor with leg armor kits such as
Light Armor Kit, 
Medium Armor Kit, 
Cobrahide Leg Armor, 
Nethercobra Leg Armor, 
Nerubian Leg Armor, 
Scorched Leg Armor, 
Brutal Leg Armor, or 
Angerhide Leg Armor. Since patch 5.4, high-level enhancements scale down with your level, making any of these viable choices.
