The 
Exquisite Sunderseer Mantle is a Bind-on-Account heirloom shoulder piece introduced in Wrath of the Lich King, purchased with tokens such as Badges of Justice, Emblems of Heroism, or Stone Keeper's Shards from a vendor.
Earn the Required Currency
Stone Keeper's Shards are earned by killing any dungeon boss in Northrend while your faction controls Wintergrasp. Badges of Justice and Emblems of Heroism are also accepted currencies for this purchase.
Purchase the Shoulders
Bring your earned tokens to the appropriate heirloom vendor and purchase the Exquisite Sunderseer Mantle. Once bought, it binds to your account and can be mailed to any character on the same account.
Tips
The shoulders scale with your character's level, so their stats increase each time you gain a level, making them viable all the way to level 80.
The Scryer shoulder enchant Inscription of the Oracle can be applied to these shoulders, though it will display in red and require level 64 on characters below that threshold.
For shoulder enchants while leveling PvP, use the Chromatic Mantle of the Dawn at levels 50–54 (requires Exalted Argent Dawn rep), Zandalar Signet of Mojo at levels 55–69 (requires Exalted Zandalar Tribe rep), and
Greater Inscription of the Gladiator at level 70 through 80.These shoulders are best in slot for level 19 cloth twink PvP, offering 5 Stamina, 6 Spell Power, 3 Crit, 5 Resilience, and a 10% experience bonus at that level bracket.
