Locate Enchanter Erodin
Travel to Silvermoon City and find Enchanter Erodin at 41.8, 66.4 to access the heirloom vendor inventory.
Purchase the Shoulders
Buy the Mystical Pauldrons of Elements from Enchanter Erodin for 40 Emblems of Heroism. Note that the item will appear as Leather armor until your Shaman reaches level 40, at which point it converts to Mail. The item has no durability, and the character receiving it must be on the same realm and faction as the purchasing character.
