Obtain The Horseman's Reins from The Headless Horseman in the Scarlet Monastery during Hallow's End.
The Horseman's Reins is a flying mount obtained from the 
Loot-Filled Pumpkin, a daily reward bag earned by defeating The Headless Horseman in the Scarlet Monastery during the Hallow's End holiday event.
Queue for Headless Horseman
During Hallow's End, use the Dungeon Finder to queue for The Headless Horseman in the Scarlet Monastery. You can enter and defeat the boss solo at max level.
Loot Your Daily Bag
After defeating The Headless Horseman, loot the Loot-Filled Pumpkin rewarded once per day per character. Killing the boss again on the same character that day will not produce another bag, so additional kills on the same character are not worth pursuing if 
The Horseman's Reins is your only goal.
Farm on Multiple Characters
The mount has approximately a 0.4% drop rate from the daily bag, so running the encounter on additional eligible characters each day increases the number of bags you can open during the event.
Tips
Each character on your account can earn one Loot-Filled Pumpkin per day, so using multiple level-capped characters gives you more daily attempts at the ~0.4% drop rate.
The mount functions as a flying mount and will fly at epic speed if you have the corresponding riding skill — see the video guide for a visual reference.
