Enormous Sea Scorpion fish from the coastal waters of Draenor.
Head to Spires of Arak
Fly to the Pinchwhistle Gearworks flight point in Spires of Arak, then make your way to the coast and travel north. There are numerous Sea Scorpion Schools along this stretch of coastline, and using an 
Anglers Fishing Raft lets you navigate between schools quickly without being interrupted by enemies.
Alternative: Fish southern Nagrand
The southwest coast of Nagrand near Nivek's Overlook also has multiple Sea Scorpion pools lined up close together. If your class lacks a Waterwalking ability, bring Waterwalking Elixirs so you can move between pools without dismounting, which saves significant time.
Tips
The Spires of Arak coastal route from Pinchwhistle Gearworks northward is reported to complete the 100-catch requirement in roughly 20 minutes due to the high density of Sea Scorpion Schools.
No special bait, lure, or fishing pole is required — fishing directly in Sea Scorpion Schools is sufficient to catch Enormous Sea Scorpion.
