Grand Theft, 2nd Degree requires looting 500 Artifact Fragments from enemy players in Ashran.
Fight in Ashran
Stay in the thick of combat in Ashran, as credit toward this achievement is earned both by looting Artifact Fragments from enemy player corpses and by being near an enemy player when they release their spirit, which automatically distributes their carried Artifact Fragments to nearby players.
Track Progress Manually
There is currently no in-game counter to track your exact Artifact Fragment count toward this achievement, so you will need to monitor your progress manually through the achievement panel until a tracking method becomes available.
