Patrol Mission Specialist is earned by successfully completing a garrison patrol mission, meaning you must earn the mission reward — simply completing the mission is not enough.
Find a Patrol Mission
Open your garrison mission window and look for a mission with a spyglass icon next to its name instead of crossed swords — this indicates a patrol mission.
Complete the Mission Successfully
Send followers on the patrol mission and ensure they succeed well enough to earn the mission reward. A completion that does not yield the reward does not count toward this achievement.
