Filling the Ranks
Raise 20 garrison followers to level 40.
Filling the Ranks requires you to raise 20 garrison followers to level 40 (previously level 100 before the level squish) across your account, with at least 10 followers raised on a single character.
Level Followers in Garrison
Send garrison followers on missions repeatedly to gain experience and raise them to level 40. You need at least 10 followers leveled to 40 on one character before progress from your other characters counts toward the total of 20.
Avoid Raid Group Bug
Leave any raid group before collecting the rewards from a follower mission that will bring a follower from level 39 to 40. Completing a follower mission while in a raid group can cause the level-up to not grant credit toward this achievement, and Blizzard has confirmed they are unable to restore lost progress.
Skip Pre-Leveled Followers
Obtaining a follower who is already at the maximum level does not count toward this achievement — only followers you personally raise to level 40 through missions will contribute to the 20 required.
Tips
Use alts to contribute to the account-wide total of 20, but complete the prerequisite achievement for 10 followers on one character first or the alt progress will not count.
