Obtain 10 garrison followers through gameplay. Only followers you train from below level 40 count; pre-leveled followers do not contribute to progress.
Train followers to level 40
Use garrison resources and experience to train each of your 10 followers up to level 40. Complete missions and activities that grant follower experience.
