Fast and Furious is a 10-point achievement earned by training the Journeyman Riding skill, which unlocks 100% ground mount speed at level 40.
Reach Level 40
You must be level 40 to train Journeyman Riding. Questing through your faction's zones will have you at Revered reputation with your faction by this point, reducing the training cost to 42.

Train Journeyman Riding
Visit your faction's riding trainer and purchase the Journeyman Riding skill for 42. 5 gold. Once trained, all your ground mounts — including lower-level 60% speed mounts — will now operate at 100% speed, so you do not need to buy a new mount.
Tips
If you already own a lower-tier ground mount such as a 60% speed mount, you do not need to purchase a new one after training Journeyman Riding — your existing mount will automatically benefit from the 100% speed increase.
