Complete Establishing a Foothold
Complete the full Establishing a Foothold storyline, which has no prerequisites. Work through Finding a Foothold, For the Alliance!, Looking for Lumber, Ravenous Ravens, Quakefist, Establish Your Garrison, Pale Moonlight, Ship Salvage, Keeping it Together, Build Your Barracks, Qiana Moonshadow, and Delegating on Draenor in order.
Complete Shadows Awaken
After finishing Establishing a Foothold, complete the Shadows Awaken storyline, which begins with A Hero's Welcome and continues through Dark Enemies, Think of the Children!, and Closing the Door.
Tips
Looting Karnoth during the Shadows Awaken storyline rewards items that start mini profession chain quests, granting 700 skill in their respective professions plus garrison building blueprints.
Pick up Lost Lumberjacks before picking up Gloomshade Game Hunter to avoid a known quest order issue.
