Grievous Conquest requires earning 27,000 Conquest Points during Season 14, which is 150 more than the 26,850 needed to purchase a full set of Grievous gear.

Participate in Season 14 Battlegrounds and Arenas to accumulate Conquest Points. A full head-to-toe set of Grievous gear costs 26,850 Conquest Points, so you must earn at least 150 additional points beyond a complete gear set to reach the 27,000 threshold. Note that any Grievous gear won from the Celestials counts toward your gear total but not toward Conquest Points earned, meaning you will need to farm more Conquest to compensate.
