Gather Mogu Archaeology Fragments
Excavate Mogu digsites across Pandaria to collect Mogu Archaeology Fragments. Each restore of the Thunder King Insignia requires 50 Mogu Archaeology Fragments.
Use Keystones to Speed Progress
When solving the Thunder King Insignia, apply a 
Mogu Statue Piece to gain a +20 fragment bonus per keystone used, reducing the number of digs needed per restore.
Repeat Until 20 Restores
Restore the Thunder King Insignia 20 times to complete the achievement. Expect to complete roughly 281 total Mogu archaeology projects across all Mogu artifact types before finishing all Mogu-related Collector achievements, with the Thunder King Insignia averaging around 31 restores by that point.
Tips
The Thunder King Insignia can also be purchased from other players on the Auction House if you obtain extras, though restores must be done by your character directly through the archaeology interface.
