The 'Collector: Manacles of Rebellion' achievement requires you to restore the 
Manacles of Rebellion 20 times through Mogu Archaeology.
Farm Mogu Digsites
Excavate Mogu digsites to collect Mogu Archaeology Fragments, as each restore of the Manacles of Rebellion costs 50 fragments. Use a 
Mogu Statue Piece as a keystone to add +20 fragments toward a single solve.
Repeat 20 Times
Restore the Manacles of Rebellion 20 total times to complete the achievement. Expect roughly 270 total Mogu projects completed across all Mogu artifacts before finishing all Mogu collector achievements, so progress will accumulate alongside other Mogu restores.
Tips
If only Mogu digsites are available but you need Pandaren solves, use the survey randomizer item to cycle digsite types — the same strategy applies in reverse if you need to focus exclusively on Mogu digsites.
