Meet sustained DPS requirements
In 10-player Normal mode, your raid must sustain 519k DPS; in 25-player Normal mode, sustain 1,557k DPS to burn down Garalon's 218M health (10-player) or 654M health (25-player) before the 7-minute enrage timer expires.
Remove legendary cloak effects
Unequip Gong-Lu, Strength of Xuen and Xing-Ho, Breath of Yu'lon and replace them with a different cloak to prevent accidental AoE damage to Garalon's legs, which have only around 5 million HP on 10-player Normal and die quickly from splash damage.
Enter Heart of Fear
Travel to Heart of Fear and engage Garalon, focusing all single-target damage on the boss body while avoiding any AoE attacks that could hit his legs.
