Aim at the feet
Do not aim for the head or the center of the bullseye — position your reticle at the feet of the target, between the center of the bullseye and the end of the dotted arc line. Think of the weapon as a grenade launcher, not a sniper rifle, so the projectile follows a arching path shown by the dotted line.
Use right mouse button
Use your right mouse button to line up each shot toward your target. The left mouse button moves the reticle, but the projectile will follow the path of the dotted arc regardless.
Watch moving targets first
The second part of Precision Excision requires hitting at least one moving high-value target, so observe their patrol path before firing. You have unlimited time, so wait until the target's feet align with your reticle before releasing the shot.
Tips
You get one attempt per character per world quest cycle — if you miss a shot, you can attempt the achievement on an alt when the quest is available again.
