Raise an Army for the Hall of Shadows
Recruit 20 Troops as a Rogue.
Raise an Army for the Hall of Shadows requires you to recruit 20 troops as a Rogue, and rewards the Uncrowned Planning Table decor item upon completion.
Buy Argus Troops Weekly
If your Rogue has completed Argus questing, purchase 
Krokul Ridgestalker from the NPC in Krokuun and 
Void-Purged Krokul from the NPC in Eredath, and 
Lightforged Bulwark from the NPC at the Vindicaar for 
150 Order Resources each ( 900 Order Resources for additional purchases that same week). Each troop type is Unique (5), meaning you can hold a maximum of 5 at a time, so you must buy 2 to reach the cap of 7 per type.
Kill Troops to Recycle
Since troops cannot be manually dismissed, send them on missions that feature the Lethal hazard (green skull icon) and do NOT counter it, which drains their vitality to zero and removes them — allowing you to recruit replacements. The Argus troops have no 30-minute wait timer like standard recruits, so you can cycle through 7 at a time rather than just 3, completing the 20 recruits across roughly 5–6 logins.
Use BfA Table Alternatively
Recruiting troops from the Battle for Azeroth mission table also grants credit toward this achievement; apply the same strategy of running troops to zero vitality via Lethal hazard missions before recruiting new ones, since the recruit button is grayed out while any troops remain.
Share Progress Across Rogues
This achievement is Warbound, so troop recruits on any of your Rogue characters count toward the same 20-recruit total.
Tips
If you completed this achievement during Legion but see zero progress, the counter may have been reset when the decor reward was added — you will need to recruit 20 troops again from scratch.
