Raise an Army for the Netherlight Temple
Recruit 20 Troops as a Priest.
Raise an Army for the Netherlight Temple requires you to recruit a total of 20 troops as a Priest, awarding 5 points and the Decor Reward: Netherlight Command Map upon completion.
Use Argus Troop Purchases
If your Priest has completed Argus questing, visit NPCs in the Vindicaar, Krokuun, and Eredath to purchase 
Lightforged Bulwark, 
Krokul Ridgestalker, and 
Void-Purged Krokul for 
150 Order Resources each ( 900 Order Resources for additional purchases each week). Each troop type is capped at 5 (Unique 5), meaning you can buy 7 of each but must have 2 die before slotting the remainder.
Kill Troops Quickly via Missions
Since troops cannot be manually dismissed, send them on missions that feature the Lethal hazard (green skull), which drains all their vitality — do not counter this hazard so the troops die and free up slots for new recruits. With up to 7 Argus troops that can cycle through death rather than just 3 standard recruits at a time, you can complete the 20 total recruits in approximately 5–6 logins.
Use the Holy Light Quest Trick
Early in the Priest class hall campaign, after completing the Hall of Valor dungeon quest, you receive a quest to collect 5 Pure Holy Lights from a repeatable 1-hour, 3-person Order Hall mission. Abandoning this quest resets the count to 0/5 and lets you pick it up again in the Light Chamber of your Order Hall, keeping those 1-hour missions permanently available to generate Order Resources for troop purchases.
Stack Progress Across Priests
This achievement is warbound, so troops recruited on any of your Priest characters all count toward the same 20-troop total — running missions on multiple Priests simultaneously speeds up completion significantly.
Tips
BfA mission table troop recruitment also grants credit toward the 20-troop total, giving an additional avenue to progress alongside the Netherlight Temple table.
When cycling Argus troops, prioritize missions with the Lethal hazard on all 7 available Krokul Ridgestalker or Void-Purged Krokul slots at once to kill the maximum number of troops per login session.
