Raise an Army for the Fel Hammer
Recruit 20 Troops as a Demon Hunter.
Raise an Army for the Fel Hammer is a 5-point Demon Hunter achievement that rewards the Fel Hammer Scouting Map decor item upon recruiting a total of 20 troops.
Locate Your Troop Recruiters
In the Fel Hammer order hall, two NPCs handle troop recruitment: Ariana Fireheart is on the ledge to the north of the mission table at 58.60, 38.86, and Lady S'theno (the naga) is on the east side of the mission table at 62.18, 54.15.
Purchase Argus Troops (Optional Shortcut)
If your Demon Hunter has completed Argus questing, you can purchase 
Krokul Ridgestalker and 
Void-Purged Krokul from NPCs on the Vindicaar, in Krokuun, and in Eredath for 
150 Order Resources each ( 900 Order Resources for additional purchases each week); buy up to 7 of each, but only 5 of each can be held at a time, so use 2 immediately to make room.
Kill Troops to Recruit More
Troops cannot be manually dismissed, so to recruit beyond your current cap you must run their vitality to zero by sending them on missions — look for missions with the Lethal hazard (green skull icon) and do NOT counter it, which causes troops to lose all vitality and die, freeing up slots for new recruits.
Use Multiple Demon Hunters
This achievement is warbound, so troops recruited on any of your Demon Hunter characters all count toward the same 20-troop total, which can speed up progress across multiple logins.
Tips
Argus troops from Krokuun and Eredath have no 30-minute recruitment wait time unlike standard recruits, allowing up to 7 troop deaths per cycle instead of 3, reducing the total number of logins needed to roughly 5–6.
Recruiting troops from the Battle for Azeroth mission table also grants credit, but the same rule applies: troops must die before new ones can be recruited.
