Elusive Foes: Argus requires you to complete 25 special rare encounters on Argus, rewarding a Minor Bronze Cache upon completion.
Prioritize Rare Elite World Quests
Focus on rare elite world quests on Argus — these are marked with a dragon icon on the map, have a single rare kill as the objective, and feature fast respawn timers. Kills made through these world quests are confirmed to count toward the achievement's 25-kill requirement.
Hunt Rares in Antoran Wastes
Track down the following rares across Argus: Chief Alchemist Munculus at 60.9, 22.9; Blistermaw at 61.7, 37.2; Vrax'thul at 53.1, 35.8; Watcher Aival at 52.7, 29.5; Mistress Il'thendra (inside a building) at 57.4, 32.9; Doomcaster Suprax (near runes) at 58.1, 12.4; The Many-Faced Devourer (summon spot) at 54.7, 39.1; Gar'zoth at 56.2, 45.5; Varga at 64.3, 48.2; and Worldsplitter Skuul at 50.9, 55.3.

Tips
Kills made outside of world quests may not reliably count toward the achievement — completing rare elite world quests with a dragon icon is the confirmed method for earning credit.
