The Gaudy Winter Veil Sweater achievement is earned by obtaining the 
Gaudy Winter Veil Sweater, either from the 
Winter Veil Gift starting December 25, from the Stolen Present, or by purchasing it directly from Penney Copperpinch for 22 copper.
Buy from Penney Copperpinch
The fastest method is to purchase the sweater from Penney Copperpinch (Horde vendor) in your garrison for 22 copper, which immediately grants the achievement.
Open Winter Veil Gift
Alternatively, starting December 25 you can open the Winter Veil Gift, which contains the Gaudy Winter Veil Sweater and rewards the achievement upon looting it.
Open a Stolen Present
You can also obtain the sweater by opening a Stolen Present, which has a chance to contain the Gaudy Winter Veil Sweater and grant the achievement.
Tips
This achievement is also a requirement for the caroling achievements A-Caroling We Will Go (Alliance) and A-Caroling We Will Go (Horde), so obtaining the sweater early during Winter Veil completes both goals at once.
