Use your Winter Veil Chorus Book to carol in enemy capital cities during the Feast of Winter Veil.
A-Caroling We Will Go requires you to use your 
Winter Veil Chorus Book in the enemy capital cities of Orgrimmar, Thunder Bluff, Silvermoon City, and Undercity during the Feast of Winter Veil.
Obtain Winter Veil Chorus Book
This achievement requires the Winter Veil Chorus Book, not the 
Gaudy Winter Veil Sweater. Note that the Chorus Book becomes available as a Winter Veil gift on Christmas Day, so the achievement cannot be completed before then.
Carol in Orgrimmar and Thunder Bluff
Enter Orgrimmar and use the Winter Veil Chorus Book anywhere inside, then travel to Thunder Bluff and use it there as well. Both cities can be entered without dying or aggroing any guards.
Carol in Undercity
Travel to Tirisfal Glades at 65.29, 29 and enter Undercity, then use your Winter Veil Chorus Book inside. Undercity can be entered without dying or aggroing any guards.
Carol in Silvermoon City
Fly to the Shattered Sun Staging Area on the Isle of Quel'Danas from Ironforge, then take a second flight to Zul'Aman, and ride to Silvermoon City. Flying is not permitted in Silvermoon, and guards are posted at the only entrance, so expect to die at least once getting far enough inside to use your Winter Veil Chorus Book. Using Scuttler's Shell will allow you to pass the guards without aggroing them and reach well into the city.
Tips
If you have your Hearthstone set to Stormwind, start from Ironforge and take the flight path to Shattered Sun Staging Area on the Isle of Quel'Danas, then connect to Zul'Aman to reach Silvermoon City faster than flying directly from Ironforge.
Bringing a water walking potion lets you ride along the lakes and rivers on the eastern edge of the zone when approaching Silvermoon City, but avoid the small outposts with large guards along the way.
