Hidden Potential of the Farseer requires you to unlock one hidden artifact appearance as a Shaman, with three options available depending on your specialization.
Unlock Your Class Hall
Before pursuing any hidden appearance, you must have your Shaman class hall unlocked and the base artifact weapon for your chosen specialization equipped.
Farm Elemental Hidden Appearance
As Elemental, the 
Lost Codex of the Amani can drop from chests and elite mobs in The Underbelly.
Farm Enhancement Hidden Appearance
As Enhancement, the 
Warmace of Shirvallah can drop from the Broken Isles world bosses Flotsam and Levantus, or from Helya in Trial of Valor on any difficulty.
Farm Restoration Hidden Appearance
As Restoration, the 
Coil of the Drowned Queen can drop from mobs and bosses in the Eye of Azshara dungeon on any difficulty.
