Complete Undermine Campaign First
Several of the lore books are locked behind phasing. Complete the first 4 chapters of the Undermine story campaign through the quest 'Breaking the Shackles' — after finishing it, the remaining book locations will immediately appear marked on your map.
Collect Rocket Drill Safety Manual

Tips
Noggenfogger's Journal Part 1/2, the Threatening Letter, and Gallywix's Notes cannot be picked up until 'Breaking the Shackles' is completed, so finish the campaign chapters before searching for them.
