When the Drust Settles is a 20-point meta-achievement requiring completion of the Drustvar achievements listed under it, and because the sub-achievement Everything Old Is New Again is Alliance-only, it cannot be completed on a Horde character alone.
Switch to Alliance Character
The sub-achievement Everything Old Is New Again is Alliance-only, so log in to an Alliance character to complete it and unlock When the Drust Settles.
