Icecrown: The Final Goal is a 10-point achievement earned by completing the Icecrown storylines listed in its criteria.
Start at Argent Vanguard
Begin the zone questlines at The Argent Vanguard by picking up quests from Highlord Tirion Fordring, then Crusade Commander Entari, Father Gustav, and Crusader Lord Dalfors in sequence.
Track Progress via Wowhead
The achievement involves approximately 151 quests across Icecrown, broken down by area with many questlines available simultaneously. Pin your character to the Wowhead profiler to track which quests you have completed.
Unlock The Shadow Vault Quests
At The Shadow Vault, pick up quests from The Leaper including Eliminate the Competition and The Bone Witch. For The Bone Witch's chain, head to The Underhalls entrance at 62.85, 71.38 and proceed inside to the right down the staircase to kill Apprentice Osterkilgr, who drops the quest The Sum is Greater than the Parts.
Complete Parting Gifts Chain
Find and complete Parting Gifts, which opens three more quests, and three more after those, giving seven quests in that chain alone. Vereth the Cunning follows with nine additional quests.
Get Jagged Shard in Fleshworks
While questing in the Fleshworks, actively kill ghouls to trigger the 
Jagged Shard quest — avoiding all combat will cause you to miss it entirely.
Find The Grand Admiral's Plan
If your quest count stalls around 135 to 140, check whether you completed The Grand Admiral's Plan. This quest is only accessible after doing the Onslaught Harbor daily Intelligence Gathering, and has no direct breadcrumb leading to it.
Tips
The achievement does not include dailies or the
Battered Hilt questline — those do not count toward completion.One quest in the full 151-quest list is not currently part of the achievement criteria, most likely a breadcrumb quest somewhere in the zone.
