Disturbing the Peace requires you to wear 3 pieces of Brewfest clothing, get completely smashed, and then dance in Dalaran to earn 10 achievement points.
Purchase Brewfest Clothing
Buy 3 pieces of Brewfest gear using Brewfest Prize Tokens 
: a hat (
Brown Brewfest Hat, 
Green Brewfest Hat, 
Blue Brewfest Hat, or 
Purple Brewfest Hat) for 50 tokens each; a chest (
Brewfest Regalia or 
Brewfest Dress) for 200 tokens; and boots (
Brewfest Boots or 
Brewfest Slippers) for 100 tokens.
Get Completely Smashed
Drink enough alcohol to reach the completely smashed state — you can do this anywhere before traveling to Dalaran, as you do not need to get smashed while already in the city.
Dance in Northrend Dalaran
Travel to the original Northrend version of Dalaran (not the Broken Isles version), equip all 3 Brewfest clothing pieces, and use your dance emote to complete the achievement — this can be done at any time of year, not only during Brewfest.
