During the Feast of Winter Veil, wear 3 pieces of winter clothing and eat Graccu's Mince Meat Fruitcake.
'Tis the Season is a Feast of Winter Veil achievement worth 10 points, earned by wearing 3 pieces of winter clothing and eating Graccu's Mince Meat Fruitcake.
Obtain a Winter Hat
You need either a 
Red Winter Hat or 
Green Winter Hat, which bind on pickup. In Northrend dungeons, Grand Magus Telestra and Jedoga Shadowseeker both drop the Red Winter Hat on Heroic at a 100% drop rate, while Mage-Lord Urom in The Oculus drops the Green Winter Hat on Heroic at 100%. In Cataclysm dungeons, Lord Godfrey in Shadowfang Keep and Drahga Shadowburner in Grim Batol both drop the Green Winter Hat on Heroic at 100%, or at roughly 3–14% on Normal. Enter any of these dungeons solo at max level and defeat the relevant boss.
Craft or Obtain Winter Clothes
You need 
Red Winter Clothes or 
Green Winter Clothes, crafted by a tailor of at least level 250, and 
Winter Boots, crafted by a leatherworker of at least level 285. Neither item binds to your character, so they can be obtained from other players or the Auction House.
Equip Three Winter Pieces
Equip any 3 pieces from the winter set — hat, clothes, and boots — in any color combination, as any 3 pieces trigger the set requirement. Check that the durability on your worn items is not at 0, or the game may not grant credit.
Obtain Graccu's Fruitcake
Graccu's Mince Meat Fruitcake can be purchased from Kaymard Copperpinch or Macey Jinglepocket, found inside 
Stolen Presents, or obtained in a box of 20 after rescuing Metzen the Reindeer during the holiday event.
Eat the Fruitcake
While wearing your 3 pieces of winter clothing, eat the Graccu's Mince Meat Fruitcake to complete the achievement.
Tips
Running the relevant Northrend or Cataclysm dungeons on Heroic guarantees a 100% hat drop, making Heroic the fastest way to secure this bind-on-pickup piece.
Lower-level players below 70 are unlikely to obtain a hat, as no boss below that level range drops one and world drop chances are extremely slim.
