Storm Capper requires you to pick up and personally capture the flag in Eye of the Storm.
Enter Eye of the Storm
Queue for Eye of the Storm battleground through the PvP menu or visit a battlemaster in your faction's major city.
Pick up the midfield flag
The flag spawns in the center of the battleground where Horde and Alliance meet. Grab it when it becomes available.
Capture at your faction node
Carry the flag to any flag node controlled by your faction and capture it to complete the achievement.
