Pick Up Brewmaster Blanche's Quest
Find Brewmaster Blanche at 38.8, 31.2 on top of the bridge — she may be patrolling back and forth. Pick up her quest to begin the process. Note that the scenario queue she offers directly is nonfunctional, so proceed to the next step instead.
Speak With Lorewalker Fu
Go to Lorewalker Fu at 83, 30.6 and ask him to tell you the tale of A Brewing Storm to queue for the scenario.
Tips
You may be able to skip Brewmaster Blanche entirely and go straight to Lorewalker Fu at 83, 30.6 to queue for the scenario without picking up her quest first.
