Vale of Eternal Blossoms
Complete two of the following achievements with a Timerunner.
Vale of Eternal Blossoms is a meta-achievement requiring you to complete any two of its listed sub-achievements with a Timerunner character, rewarding the 
Reins of the Astral Emperor's Serpent.
Complete Golden Lotus Reputation
Head to the Setting Sun Garrison area of Vale of Eternal Blossoms and complete two sets of Golden Lotus daily quests to reach Exalted, which takes approximately 30 minutes of playtime.
Queue for Looking For Group
Queue for Looking For Group: Vale of Eternal Blossoms — clearing Terrace of the Endless Spring on normal takes around 15 minutes and is straightforward to complete solo. If you prefer heroics, queue for them through the group finder, ideally between level 30 and 60 for favorable scaling.
Alternative: Kill Rares for Elusive Foes
Fly around Vale of Eternal Blossoms killing rares for Elusive Foes: Vale of Eternal Blossoms — note that not all rares in the zone count toward this achievement, and competition from other players on high-population realms can make this option harder to complete than Golden Lotus or Looking For Group.
Tips
On high-population realms, combining Golden Lotus dailies with the Looking For Group: Vale of Eternal Blossoms queue is the fastest two-achievement combination, completing the meta in roughly 45 minutes total.
